Lobbying is the act of attempting to influence the actions, policies, or decisions of officials, most often legislators or members of regulatory agencies. Professional lobbyists are people whose business is trying to influence legislation, regulation, or other government decisions, actions, or policies on behalf of a group or individual who hires them. The Livery Round Table, Inc., on behalf of Carmel Car and Limousine Service and Dial 7 Car and Limousine Service (the two founding and permanent members of the LRT)  is proud to have two lobbying firms advocating on behalf of the interests of the LRT

State & Broadway, Inc. is a leading New York State government relations firm. Led by Lawrence Scherer and Jacqueline Williams, the firm has represented the Livery Round Table and livery interests before the State and NYC governments for over a decade. In that time, our lobbyists have protected and promoted our sector of the for-hire vehicle community through its strategic advocacy.  

With State & Broadway’s deep knowledge of the state Capitol, the LRT is able to identify legislators and staffers to direct advocacy. State & Broadway is in the front lines, fighting against the never-ending efforts in Albany to place additional statutory, regulatory, and other burdens on the already highly regulated livery industry.

o   For example, when Albany legislators introduced a bill mandating signage be posted within all for-hire transportation vehicles, State & Broadway successfully fought the proposal by educating the bill sponsors on the many signage requirements already imposed on for-hire transportation vehicles by both state and NYC law.

o   Similarly, after a bill was introduced to impose statewide local municipal control over livery, State & Broadway successfully targeted the relevant legislators and staffers for us to convey the existential danger to livery if this bill were to pass, and the bill was thereby held from a final vote.

State & Broadway defends our interests on a day to day basis, which includes monitoring all legislative introductions and regulatory proposals.

o   After the state imposed a sales tax on NYC Livery, our lobbying team mobilized a grassroots efforts and directed it on Albany, successfully gaining the elimination of this tax. However, State & Broadway remains vigilant because policies defeated, such as this sales tax, continue to reappear in state and city political discourse again and again.

State & Broadway is integral to helping to connect the leaders of LRT to key elected governmental officials and to the public. Enhancing the brand of individual LRT leadership members, fundraisers with elected officials, press releases to the public, etc.

As we move forward, and the issues facing the for-hire-vehicle community becomes ever more complex, we are fortunate to have an experienced and dedicated team of lobbyists in Albany and NYC defending our interests.
